Human Resource Services received word earlier today that the CMS Bureau of Benefits has announced it will award the contract for prescription management services to Medco Health Solutions, Inc., effective July 1, 2005. This contract will replace Caremark as the prescription manager for employees on the Quality Care Health Plan, Health Alliance Illinois, HealthLink OAP and OSF Winnebago health plans. Other plans are not affected.

Periodically questions arise concerning university procedures for severe weather and employee responsibility for attendance when severe conditions arise. Weather conditions often develop which require the university to consider the status of operations. These considerations involve the weather forecast, status of snow removal, class cancellations, the residential student population, and maintenance of essential services. Decisions concerning class cancellations are undertaken by the Provost. A decision to declare an emergency weather closing of campus operations (including class cancellations) is a consultative process involving the departments of Public Safety, Physical Plant, Environmental Health and Safety, my office, and representatives from the different university divisions.

Pursuant to the State Officials and Employees Ethics Act (PA 93-0617), the State of Illinois has mandated that all employees on the payroll of state agencies and universities will complete an annual mandatory ethics training program. The state office of the Executive Inspector General has specified an on-line training medium to fulfill this statutory requirement. If you are employed in any capacity at NIU, you will need to complete this training between October 18 and November 17, 2004.

Human Resource Services has scheduled this year's orientation sessions for new Faculty and Supportive Professional Staff whose appointments begin in August. The orientation program presents new academic employees with basic information on employment, insurance and benefits, payroll, campus resources and support services, and an introduction to university non-discrimination and compliance policies. The State of Illinois Department of Central Management Services (CMS) has finalized benefit changes effective as of July 1 and announced a second Benefit Choice period for this year. This second period is scheduled from July 26 through August 20, 2004.

As announced by President Peters’ in response to the continuing negative condition of the state budget and higher education funding, NIU will again implement a four-day work week for the DeKalb campus during the summer of 2004. The four-day work week schedule will begin on Monday, June 7 and extend through Friday, August 6. The regular five-day schedule will resume as of Monday, August 9.

As reported by President Peters in the Health Insurance Update of May 4, the State of Illinois Department of Central Management Services (CMS) has responded to the state-wide reaction prompted by their announcement that several Health Maintenance Organizations were to be dropped from the health insurance plan as of July 1, 2004. Specifically, DeKalb area HMOs affected by the CMS actions included Health Alliance, Order of Saint Francis, and Unicare. These options will now continue to be available until further notice.

Recently, the State Universities Retirement System (SURS) announced three rulemaking actions pertaining to the calculation of pension benefits for retiring employees which, were recently published in the SURS Advocate newsletter. SURS rulemaking actions are reviewable by the Joint Committee on Administrative Rules (JCAR). The recent rulemaking actions concerned 1) sick leave accrual and service credit calculations, 2) limitations on compensation considered in the Final Rate of Earnings (FRE) calculation, and 3) the FRE calculation applicable to less-than-12-month appointed employees.

Based on President Peters’ recommendation, the Board of Trustees approved FY04 salary increment guidelines on June 19, 2003. The FY04 increment guideline established a two-stage salary increment process referred to as the “3-percent-plus” program. The FY04 increment plan included two 1.5 percent general across-the-board increments that were made effective July 1, 2003 and January 1, 2004. The approved FY04 increment guidelines also incorporated a “plus” component. The “plus” component was specified to pertain to specific salary competitiveness issues, “especially in the clerical/paraprofessional classifications…”
