Headline FY08 January Increment Worksheet Instructions and Processing Information

The increment processing guidelines, outlined below, have been approved by President Peters and the Board of Trustees. Pursuant to the FY08 Salary Increment Allocation Guidelines approved on September 20, the January increment has been centrally processed for all eligible employment categories. Final distribution of the increment worksheets and budget reports was completed on December 7, 2007, and these are now available in the department/college directories. Position and budget information should be reviewed and confirmed. However, all mid-year increments were inputted centrally and no worksheet entries are necessary. Additionally, these reports serve as a department/college/division level summary of positions receiving the January increment. The January increase will be reflected in the first pay periods of 2008 and retroactive processing will not be necessary.

The January FY08 increment incorporates a 0.5 percent total increment for each eligible employment category distributed/allocated on a limited basis including salary equity/critical retention components for regular faculty and market considerations for supportive professional staff (SPS) (0.75 percent centrally distributed to eligible positions) and civil service employees (0.75 percent centrally distributed on a classification-specific basis).

For purposes of “increment pool” allocations and distributions, three categories are established for regularly appointed, non-negotiated, employees hired on or before December 31, 2006, and who remain employed as of the effective date of the increment:

  1. Regular Faculty: The salary base composed of regularly appointed instructional faculty (including department chairs and college-level academic administrators with rank).
  2. Fair Labor Standards Act (FLSA) Exempt: The salary base composed of regularly appointed FLSA-exempt employees including administrative, SPS, and civil service employees (excluding instructional faculty, department chairs, and college-level academic administrators with rank).
  3. Hourly Civil Service: The salary base composed of regularly appointed hourly civil service employees.

All increments were processed centrally. For regular faculty receiving mid-year increments, the amounts will vary as a percent of increase. For SPS and civil service classifications receiving mid-year increments, the 0.75 percent is a fixed amount. Increments for employees regularly paid, either in part or fully, from non-appropriated fund sources must be generated proportionally from those same fund sources.

Increments are given at the person/position level and funded based on the position funding allocation. Thus, when a position is “split-funded,” the increment is split on the same percentage. If departments wish to reallocate position funding proportions, then a Position Request Form (PRF) is required to change these parameters.

Employees having "NIU begin dates" after December 31, 2006, do not appear on the worksheets. These employees are not eligible for an increment unless FY08 increase expectations were negotiated at the time of hire. In such cases, a revised Personnel Action Form (PAF) may be submitted to Contracts, Records and Reports with appropriate approvals. Non-status or prevailing rate civil service employees will not be eligible for increases under the FY08 guidelines. The FY08 increment processing guidelines have been implemented in consultation with the university system shared governance. The FY08 increment guidelines pertain strictly to non-negotiated faculty and staff.
