The Consolidated Omnibus Budget Reconciliation Act (COBRA) provides eligible covered employees and their eligible dependents the opportunity to temporarily extend their health coverage when coverage under the health plan would otherwise end due to certain qualifying events. Employees are responsible for the premiums if coverage is continued. For University employees, COBRA applies to the State health, dental, and vision coverage. Continuation for COBRA qualified dependents shall be identical to the employee's health, dental, and vision coverage under which they were covered at the time coverage was lost.


To be eligible for COBRA, covered employees and their dependents must be enrolled in the group health plan the day before the qualifying event occurs.

Covered dependents retain COBRA eligibility rights even if the employee chooses not to enroll.

Employees who have opted out of health, dental and vision insurance coverage, and their dependents, are not eligible to participate in COBRA.

Note: The CMS COBRA Administration Unit reserves the right to retroactively terminate COBRA coverage if an individual is deemed ineligible.

Effective Date
If COBRA continuation of coverage is elected, coverage is reinstated retroactive to 12:01 A.M. the date following termination of coverage.
